Tony Chang is a Principal Solutions Architect at True Zero Technologies, where he works with states at the strategy level: the operating model, sequencing, and governance that turn a whole-of-state ambition into a durable program. He has done this work in several states, and his premise is that whole-of-state is a design decision before it is a technology one. What gets decided first is how authority is shared, which capabilities are centralized and which stay local, how data sharing is authorized between independent entities, and how progress is measured across all of them. He partners with CISOs, CIOs, and state leaders to translate those decisions into an executable roadmap for collective defense, where a detection in one jurisdiction becomes early warning for all of them. He is also active in the community end of that work, with rural counties, small municipalities, and school districts that face the same threats as the largest agencies on a fraction of the staff, through forums, working groups, and peer knowledge sharing that bring their operating realities into the design from the start.
